27/10  Minutes of Meeting on  10th February 2010
The minutes were agreed as an accurate record. And thus it was

RESOLVED that the Minutes of 10th February 2010 be signed by the Chairman as a true record of the meeting.

28/10  Matters Arising from the Minutes not featured on the Agenda
Cllr Beer confirmed the hedges at Browns Brook Farm and Dobsons Bridge have been trimmed to improve visibility.  The Clerk advised that Mr Minshull sends his thanks to the Councillors.

29/10   Public Session
No members of the public attended the Surgery.  Mr Glyn Brace attended the public session to discuss the arrangements for the cricket match on the 2nd May.  The objective is to raise awareness and attract new players to the club as well as raising funds.  The Clerk will publicise the event in the Community News and invite players of 12 years plus to play.  The Chronicle will be advised of the event (2.30 pm start), possibly limited overs match with refreshments provided by the parish council. Councillors will advertise the event by word of mouth and encourage players to come forward.  Whites, suitable boots to be worn.  The arrangements will be finalised at the April meeting.

Orders for the payment of money as per the financial report of the Responsible Financial Officer were proposed by Cllr Beer seconded by Cllr Demet and agreed by all present. And thus it was

RESOLVED that outstanding accounts should be paid and cheques were signed by the Chairman and Cllr Edgerton

  • NSW:  The February report from NSW was tabled.

31/10   Planning Issues
Planning Applications

  • Planning Applications for consideration at the March 2010 meeting
  • 10/00201/FUL:  Erection of rear/side extension to include roof space living accommodation and insertion of roof lights.  Edelweiss, Welsh End, Whixall. Support as no local objections received.
  • 10/00559/FUL:  Erection of a detached dwelling with integral garage and formation of vehicular access.  Plot 3 Sunnyside, Hollinwood, Whixall.  Object based on procedural failures affecting the timescale for local people to respond.
  • 10/00510/FUL: Erection of a first floor extension above garage.  Fauls Cottage, Stanley Green, Whixall.  Support – no local objections received
  • 10/00458/FUL: Erection of extension to car parts storage bay.  W J Furber Ltd, Moss Lane, Whixall.  Support – no local objections received
  • 10/00622/FUL: Application under Section 73a for the re-surfacing of driveway. Roving Bridge Farm House, Roving Bridge, Whixall.  Support – no local objections received.

Planning Decisions:

  • None received at time Agenda was published
  • The Clerk was asked to write to Mr K Ryder, Chief Executive expressing the Councillors continued concern that the planning process does not take proper account of Councillors wishes, neglects to follow procedures correctly and ignores substantial planning breaches whilst applying the rules rigorously to more minor breaches.

 

32/10   Highways

  • Complaint from Mr Walters re road surface Post Office Lane between Gilberts Lane and Church Lane.  Cllr Mellings advised that work to restore this road has been scheduled under the budget post April 2010
  • Moss Lane.  The residents of Moss Lane are concerned that their road is unadopted and so maintained at their expense but Natural England have built a car park at the end of the road thereby encouraging considerably more traffic with consequent damage to the road surface.  They request the road to be adopted by the Council as a public highway to be maintained by the Council.  Cllr Mellings will progress.
  • Cllr Beer had been asked by a resident if people could be prevented from parking in the hatched area of road outside the school.  Restricted parking at the school was contributing to the problem but some people simply preferred to park in the hatched area.  The Chairman will raise this with the school at the next Governors meeting.

33/10  Quality Status

  • The February Newsletters have been delivered by hand to avoid postal costs.  The Clerk thanked everyone for helping out with deliveries.
  • Review of progress against required criteria – deferred to April meeting
  • Website:  Cllr Demet had prepared statistics of website usage during the first ten days following the launch of the website.  50 different individuals had visited the site with a total of 89 visits.  906 six pages viewed.  Cllr Demet will produce monthly statistics on website usage.
  • Logo:  The children of Whixall Church of England primary school had submitted twenty suggested logos.  Two designs will be developed into sample logos and a final decision made once these are available.  The Clerk will write thanking the children for their suggestions and the Chairman will visit the school to announce the winner.
  • Notice Boards:  Cllr Beer submitted a quotation of £356 from a local tradesperson for making a noticeboard.  The Clerk will obtain one further quote.

34/10   Parish Matters

  • Parish Plan: This will be the topic for the Parish Meeting in May.  The Chairman will meet the Clerk to consider the detail of the session
  • Councillor Vacancy: 4 candidates applied and interviewed on 10th March 2010. The Clerk will offer the post to the preferred candidate and advise all candidates of the outcome.

35/10  Correspondence

  • Shropshire Council: Library Services in Rural Areas – review of service.  The Clerk will circulate to Councillors. Comments invited to Cllr Mellings.
  • Shropshire Council:  training sessions on Planning and Standards/Code of Conduct issues – 13th May at Edinburgh House.
  • Shropshire Council:  Annual Emergency Planning – notes of February meeting – to note
  • Shropshire Council: Events team- request for calendar events - noted
  • JDH Business Services Ltd:  Internal Audit Services - noted
  • Natural England: Whixall & Bettisfield Mosses Reserve No.4 Declaration – for display – Clerk will display once received
  • SALC:  Special AGM – 13th March - to agree constitution – invite
  • NALC:  Standing Orders – part 1 supplied, part 2 available to order – Clerk will order one copy and compare to present customised version used by WPC and circulate copies to all.
  • NALC: Consultation on Development Strategy and Business Plan 2010 – 2015.  Two copies received.  One issued to the Chairman, one retained by Clerk.
  • SALC: Training Schedule for 2010 – to note
  • Shropshire Council:  Local Development Framework: Core strategy final plan – to distribute for comments on “soundness” by 29th March 2010
  • Letter of thanks from Mrs Burrows (Treasurer) Welsh End Chapel
  • Shropshire Council: Wem and Shawbury Local Joint Committee: Invite to meeting on 15th March 2010
